Like most of the states across the USA, Wisconsin has a long and checkered past when it comes to gambling laws. The activity has been in and out of favor since it first appeared with the earliest European settlers, despite numerous attempts to suppress it. But there are few things people seem to enjoy quite as much as a wager, so it’s an issue that’s never really gone away.
The legalization process started as far back as 1965 when a constitutional amendment allowed sweepstakes to operate within state lines. Further constitutional amendments in 1973 and 1977 formally legalized bingo and raffles respectively. Pari-mutuel betting and lotteries became legal in 1987, followed by the biggest shake-up in the industry in 1991 when eleven Indian Tribes negotiated compacts to run bricks and mortar casinos across the state.
St. Croix Casino Danbury
This listing will be the first of the St. Croix Casino locations that we will cover. There are three branded casinos and also a community center, which apparently has or had some gambling options…which we will address later.
All locations are owned and operated by St Croix Chippewa. This first location is located in Danbury, Burnett County, Wisconsin and is home to both a casino and a hotel.
The hotel arm of the property is home to a combined 47 guest rooms and suites. Despite the small size of the hotel, it has a surprising amount of offerings including wireless internet, microwave and refrigerator in every room, coffee makers in every room, an indoor pool and hot tub, fitness center, arcade and conference center. Just based on that alone, we would recommend this location for your overnight stay if you happen to be in the Danbury area, plenty of stuff for the whole family to do.
The room appointments are essentially totally basic, but the rooms are clean and the service of all staff members is up there with anyone else. We should mention that the arcade is closed as of the time of this writing, but should reopen in the somewhat near future.
The casino is open from 6:00a.m.-2:00a.m. and features roughly 500 combined slot, video poker and video keno machines ranging in denomination from pennies to five-spots. Additionally, the, “Big Three,” table games of Blackjack, Roulette and Craps are available here. We should mention that tables don’t operate necessarily during all casino hours of operation, so we would recommend calling ahead for your game of choice.
In normal times, there would be live music on some weekends at the casino bar, but that is temporarily cancelled, so we would recommend calling ahead if that’s important to you.
The East Winds Dining Room is perhaps the primary sit-down restaurant for the property and features casual American food as well as a few choices of steaks. The prices are comparable to what you would find at similar chain restaurants.
The casino would normally have a buffet called the South Winds Buffet, but that is temporarily closed (due to Covid) as of the time of this writing. We recommend checking their website or calling the property in advance of your trip to see if that has changed if the buffet is important to you.
The North Winds Deli is your place for grab and go as well as quick eats and serves mostly soups and sandwiches.
We definitely recommend considering this property for your stay if you are going to be in the Danbury area anyway, or maybe scheduling a stop if you’re just driving through the state. If you live in the region, it’s worth giving it a look if you haven’t yet and there’s probably just enough there (especially when the buffet opens back up) to justify making a weekend staycation out of it.

The History of Gambling in Wisconsin
In the early-to-mid 19th century Wisconsin’s residents held various local real money gambling lotteries to fund community organizations. Upon achieving statehood in 1848, its newly sworn-in officials began to impose restrictions upon gambling related activities in WI, but to no avail. In fact, gambling and poker betting continued to run rampant throughout the state for another 115 years, as law enforcement agencies lacked the manpower to contain it.
By the 20th century, the mob had become involved with underground real cash poker gambling, prompting authorities to double their efforts. Finally, by 1965 gambling and real money betting was contained. As a compromise to those who enjoyed wagering, and would be compelled to gamble whether it was legal or not, the state began legalizing some forms of real cash gambling – including promotional betting.
By the 1970s, charitable bingo and raffles were legalized, followed shortly after by pari-mutuel betting. However, due to Wisconsin’s chilly climate the state does not support any horseracing gambling tracks and thus all real money wagers must be placed at off-track sites.
A statewide WI lottery was approved in 1997, and has since expanded to include seven total games, including two multi-state offerings, Powerball and Mega Millions.
In 1988, federal law permitted tribal nations to construct gambling facilities and legal real money poker gambling rooms on their lands. This did not sit well with Wisconsin’s officials. Yet, by 1992 eleven betting compacts with Indian tribes were forged, and by 1998 Wisconsin’s tribes were offering blackjack, slot machines and other casino-style games like Texas Hold’em poker. Today, Wisconsin boasts over 20 active casinos, many of which offer tournament poker and legit poker cash games.

With no mention of any type of online gambling or sports betting in the Wisconsin statutes, it is not much of a surprise that there have been no real efforts to legalize the games, either.
In fact, the state does not even have a gambling commission to regulate gambling and oversee changes to the industry, as the Department of Administration chooses to keep it under the state government’s narrow umbrella.
Lawmakers in Wisconsin seem to be content with the amount of gambling offered in the state, and the tribal leaders have no interest in welcoming much gambling expansion, especially internet gaming. Even a bill to legalize daily fantasy sports was introduced in 2017 but has yet to garner enough support to have much of a chance of passage in 2018.
Since the SCOTUS ruling in May 2018, state representative,Tyler Vorpagel, reintroduced the bill to legalize fantasy sports wagering within the state. The bill would establish a regulatory framework for operators to exist in Wisconsin. This is Vorpagel’s second attempt to get an online fantasy sports bill through the legislature but it represents a movement, toward a legal framework for online gaming. So there is hope for the future.

Regulation and legality of Wisconsin online gambling
Wisconsin does not seem to have any laws in effect targeting online casino players (at time of writing this)
The state did enter the gambling industry relatively late, so it makes sense that they take long to adjust to new tendencies such as mobile gambling and internet gambling.
There have been various administration hurdles that have been slowing down the initiatives for legalizing online sports betting and online poker. Players shape the gaming environment by choosing legal and controlled forms of online gambling. They try to reach offshore sites which offer fair terms and guaranteed payouts upon winning.
Online gambling is neither legal nor illegal in Wisconsin. Another day, another state that hasn’t bothered to draw up legislation pertaining to online casinos.
Unfortunately, this is not at all uncommon, as only four US states have a legal framework that allows casino sites to be licensed and properly regulated.
In most cases, this is due to the fact that lawmakers constantly have their hands full with all kinds of state-related matters. It just so happens to be that these matters are considered priorities over any kind of moves that would regulate gambling over the internet.
Another reason for the lack of legislation in Wisconsin is the absence of sufficient manpower needed to enforce anti-gambling laws. Even the most unfriendly states (gambling-wise) are cautious when it comes to amending existing laws and expanding them to explicitly include online gambling as an offense.
As a result, Wisconsin’s legislation contains a plethora of convoluted language and unspecific definitions. The statement that ‘all forms of gambling that aren’t licensed by the state are illegal’ is also present.
Even though this wide definition could technically allow law enforcement to arrest individuals for illegal gambling, no one in the history of the state has ever gotten in trouble for playing at online casinos.
Just to be extra sure, we checked Wisconsin’s court records and the analysis confirmed what we heard. Most gambling-related convictions targeted minors or individuals that attempted to set up clandestine operations (game rooms, backroom casinos, and what not).
When it comes to the current climate, it’s as friendly as it has ever been. 11 federally-recognized Native American tribes run a total of 22 land-based casinos. All in all, Wisconsin has one of the best brick and mortar networks in the entire country.
As of September 2020, there have been no indications of possible changes. There have been two attempts to legalize daily fantasy sports (DFS), but both have been quickly thwarted by the State House of Representatives.
Due to a lack of language specifically targeting online casinos, it’s not illegal for you to play. Since there are no specific laws, you can’t get in trouble.
Just make sure you pick a casino that’s licensed and recognized by one or more reputable regulatory bodies. It’s 2020, and fraudulent casinos have been almost nonexistent for some time.
Don’t listen to sites labeling every site from abroad as a scam. This is a very unobjective outlook to have, as much of the world has caught up with or surpassed the US when it comes to legal frameworks revolved around regulating online casinos. Stay safe and good luck.
