New location for Phu Quoc casino project

The Ministry of Construction has asked the Prime Minister for approval of a new location for a big-ticket recreational project comprising a casino on the resort island of Phu Quoc off mainland Kien Giang Province. The ministry said it would be easier to call for investors to develop the project if it is located adjacent to Vinpearl Resort. The current site of the project is in Da Chong Ward in Bai Thom on the island. The proposed location covers 37 hectares as part of the zone for luxury tourism facilities in the northwest of the island.

Vietnamese gambling regulators have already notified the gambling operators that provide their products and services on the Vietnamese territory to take actions towards obtaining licenses. Otherwise, they risk being imposed heavy fines for every violation of the rules and severe penalties for providing gambling services on unregulated markets.

Those gambling operators that attempt to disregard the announcement and continue working without a license will be supposed to pay a fine that varies between VND50 million and VND70 million or $2,400 and $3,500.

In order to obtain a license, every provider has to go through thorough checking procedures. Once the Vietnamese gambling regulators scrutinize the design, content, and the script of every single game an operator offers, the latter might be granted a license. However, that is not the only requirement of the authorities. Apart from licenses, the gambling providers also need a registration certificate that enables them to freely provide Internet gambling activities on Vietnamese soil. Furthermore, additional agreements for featuring particular games in electronic format are needed as well.

The Ministry of Information and Communications allowed the operators to register their domains, provided that they succeed in convincing the regulators that they are capable of providing enough staff for all the operations as well as sufficient funds for covering all the financial expenses.

The operators, which provide the players with products that require the participants to interact with each other in order to play electronic games, will have to acquire business registration certificates. They are not supposed to go through the script and design checking procedures, but they will be obliged to carry out the registration process and present their area of operation to the gaming authorities.

Earlier this month, Vietnam’s Ministry of Finance announced its plans to impose a 10% consumption tax to certain online games that might cause addiction. Thus, a total of VND650 billion or US$30.59 million might be contributed to the country’s coffers on an annual basis.

The Department of Cybersecurity and Hi-tech Crime Prevention under the Ministry of Public Security had on Nov. 4 sent 15 task forces to inspect various addresses in Hanoi, northern provinces of Lang Son, Quang Ninh, Thai Nguyen, and Phu Quoc Island off the southern coast after a period of surveillance.

Police have detained 23 people, seized many documents and four Mercedes cars, including two Maybach, they announced Sunday.

They have identified three men, Pham Cong Anh, 42, Hoang Manh Lam, 34 and Dinh Van Hoang, 36, all residing in Lang Son, as ring leaders.

According to investigators, the ring operated a website and mobile application that allow users to play online games that reward them based on the amount of money they bet.

Players have to create an account to play aside from having their phone number registered to receive the OTP number. They could turn the digital coins won from the games into real money transferred into their bank accounts.

In order to play, players have to buy coins by topping up their phones or transferring money directly to several dealers in a provided list via their bank accounts or e-wallets. When dealers receive the money, the corresponding amount of coins would be transferred to player accounts.

It is estimated a total VND14 trillion had been transacted since July last year.

Online gambling is illegal in Vietnam.

Organised by International Esports Federation, the prestigious event will witness participation of top athletes from over 120 countries, competing in six different Esports titles—CS:GO, Dota 2, Tekken 7, eFootball, as well as PUBG mobile and Mobile Legends: Bang Bang which will be making its debut at the championships. The 14th WEC has a prize pool of USD 500K (~INR 4 Crores).

“The team was simply too good for the opposition in terms of their skills, strategies and coordination. They won comfortably against Pakistan and Bangladesh shows the confidence they have in their gameplay. We are extremely proud of their performances and are now looking forward to seeing them compete with the best teams from all over the world in Bali. Everyone at ESFI wishes them the best of luck for the grand tournament,” said Lokesh Suji, Director of Esports Federation of India and Vice President of the Asian Esports Federation.

Led by Sarda, the dominant Indian team hardly had to break a sweat in their matches as they comprehensively defeated Pakistan in two different maps by 16-6 and 16-4 and then displayed a similar aggressive performance to outperform Bangladesh in both maps of the final by 16-7 and 16-5.

“It feels amazing to represent India again at the World Esports Championships in back-to-back years. We definitely want to improve on our performances from last year and have been working very hard to do so. The team has done very well in showcasing its qualities in game while prevailing in all these qualifiers but the WEC final will be a stern test on a much higher level and we want to match that. I have high hopes from the tournament and we want to bring some glory from it back home,” said Sarda, captain of the Indian CS:GO team.

The same CS:GO team had participated in the last edition of World Esports Championships, held in Eilat, and finished eighth in the final.
