How the review will be carried out and how you can make representations
Before making any recommendations or publishing final proposals, the council must consult local government electors for the area under review and any other person or body (including a local authority) which appears to the council to have an interest in the Review.
The council will therefore:
- publish a Notice and Terms of Reference
- send a copy of the Notice and these Terms of Reference to all parish clerks and to the Dorset Association of Town and Parish Councils
- send a copy of the Notice and these Terms of Reference to all local Members of Parliament
- inform local groups and interested parties such as local businesses, local residents’ associations, local public and voluntary organisations such as schools or health bodies
The council recognises that the development of strong, sustainable communities depends on residents’ active participation in decision making in respect of the governance arrangements of parish councils, and the Council is therefore committed to engaging effectively with the diverse communities it serves and to enabling local people to participate meaningfully in the creation of effective community governance arrangements where all people feel able to take an active part in influencing service delivery.
The timetable below sets out dates for 2 periods of public consultation. The first period of public consultation, based on the Community Governance Review consultation paper, ended on 28 October 2021 and you can view the initial submissions/representations received. A report of draft recommendations was considered by Full Council at its meeting on 15 February 2022. The second period of public consultation, on the draft recommendations as agreed by Full Council at its meeting on 15 February 2022, ended on 23 May 2022 and you can view the submissions/representations received. Thirty days before Annual Review date
Thirty days before the review date, CMS begins the process of calculating the amount of child maintenance due for the next 12 months.
It will:
- contact HMRC to find out the latest available gross income for the paying parent and also check whether they are getting any benefits
- work out the weekly amount of child maintenance
- write to both parents to let them know the amount of child maintenance due from the Annual Review date, the figures used and how it was calculated
If either parent disagrees with any of the figures used to calculate the child maintenance or has information they think could change it, they have up to the date of the Annual Review to contact CMS.
If a change is made because of the information provided by either parent, CMS will backdate the change to the date of the Annual Review decision.
What happens if my appeal is dismissed?

Background to the Connaught review
The FCA Board committed to a review in 2016, following the Complaints Commissioner’s recommendation. This followed the investigation of a complaint made by a whistleblower who provided intelligence on the Connaught Fund.
The start of the review was deferred until it would no longer prejudice any enforcement investigations.
The independent review considered the proportionality, appropriateness and effectiveness of the actions taken by the Financial Services Authority (FSA) and later the FCA when supervising Tiuta, Capita and Blue Gate. It looked at the regulators’ approach to and response to intelligence, plus the FCA’s approach to and involvement in the mediated negotiations before the launch of enforcement investigations in March 2015.

Most water and sewerage services in England and Wales are not provided in competitive markets. Most people receive their water services from a licensed monopoly company. Only business customers are able to choose their supplier.
Because competition is limited, there is a risk that these companies will not deliver the services their customers want. They may also charge higher prices to increase their profits. This is why they need to be regulated. And it is why Ofwat was created when the water and sewerage sectors were privatised in 1989.
One of the ways we regulate is to set the price, investment and service package that customers receive. This includes controlling prices companies can charge their customers. When we do this, we have a duty to balance consumers’ interests with the need to ensure the sectors are also able to finance the delivery of water and sewerage services. We also need to ensure sure they are able to meet their other legal obligations, including their environmental and social duties.
We currently carry out a review of these price limits every five years. We carried out an additional review of the non-household retail price control in 2016.
We are currently working on the price review for 2024 (PR24). This will set wholesale price controls for water and sewerage companies for 2025 to 2030.
We intend to consult on the way we set price controls by published our draft methodology in July 2022, and will set final price limits in December 2024.
