Court's powers to hear any person

54.17

(1) Any person may apply for permission –

(a) to file evidence; or

(b) make representations at the hearing of the judicial review.

(2) An application under paragraph (1) should be made promptly.

The BIS Quarterly Review examines developments in international banking and financial markets.  Published in March, June, September and December, it comprises a review of market developments over the past quarter, and special features that analyse topical economic and financial issues.

Strategic Framework Vision 

The vision behind this strategic framework is to give a real and meaningful priority to the challenges of mental health and learning disability, embracing a reduction in the incidence and prevalence, a reduction in mortality and in the extent and severity of problems associated with mental ill-health and learning disability. Central to the vision is a valuing of people with mental health needs or a learning disability, their rights to full citizenship, equality of opportunity and self-determination. It anticipates a process of reform, renewal and modernisation of services.

The strategic framework embraces the complementary challenges of mental health and learning disability. It also recognises the requirement for:

  • a balanced response to the need for better services for people with mental health and learning disability;
  • a clear framework to promote positive mental health and reduce stigma. 

Community Governance Review (CGR)

A Community Governance Review is a process whereby East Suffolk Council can make changes to the governance arrangements for town and parish councils and parish areas.

The process involves asking the public and other interested parties about the most suitable way of representing the local communities.  This is to ensure that local governance arrangements within East Suffolk continue to be reflective of the identity and interest of local communities and that they are as efficient and effective as they can be.

Community Governance Reviews are undertaken in accordance with the Local Government and Public Involvement in Health Act 2007.  This enables East Suffolk Council to review parish governance systems and structures.  A number of changes can be made when there is clear evidence to do so:

  • Changes to parish areas.  This includes changes to parish boundaries, the merging of two or more parishes, creating a new parish out of part of one or more existing parishes.
  • Changes to electoral arrangements.  This includes changing the number of parish councillors and introducing or changing parish warding arrangements.
  • Changes to the name of a parish.  (this can also be undertaken through a process under S75 of Local Government Act 1972).
  • Changes to parish grouping arrangements.  This involves the grouping together of parishes under a common parish council.

It is good practice to carry out a Community Governance Review every 10-15 years.  However, East Suffolk Council may schedule a review in response of a reasonable request from an individual, group or parish or following the receipt of a valid petition containing the sufficient number of signatures required.

I JUDICIAL REVIEW

NHS access standards review

The NHS National Medical Director was asked by the Prime Minister in June 2018, to review the core set of NHS access standards, in the context of the model of service described in the NHS Long Term Plan, and informed by the latest clinical and operational evidence, recommend any required updates and improvements to ensure that NHS standards:

  • promote safety and outcomes;
  • drive improvements in patients experience;
  • are clinically meaningful, accurate and practically achievable;
  • ensure the sickest and most urgent patients are given priority;
  • ensure patients get the right service in the right place;
  • are simple and easy to understand for patients and the public; and
  • not worsen inequalities.

The review is being undertaken in three phases:

  1. Consider what is already known about how current targets operate and influence behaviour
  2. Map the current standards against the NHS Long Term Plan to examine how performance measures can help transform the health service and deliver better care and treatment
  3. Test and evaluate proposals to ensure that they deliver the expected change in behaviour and experience for patients prior to making final recommendations for wider implementation

To support this work a Clinical Advisory Group has been established, which includes members from the Academy of Medical Royal Colleges, the Royal Colleges of Surgeons, Physicians, Nursing and Emergency Medicine, Healthwatch, and senior members of NHS England and NHS Improvement clinical teams. The group input into each phase of the review.
