California voters are expected to consider seven measures in the November vote, including two competing sports betting initiatives. Campaign spending has already hit records, with a high-stakes feud between tribal casino interests and major sports betting operators showing no signs of slowing down.
The campaign that could bring legalized sports betting to the Golden State is already the costliest electoral initiative fight in US history, at around $400 million. At the current rate, spending could more than double the record $200 million that can be spent by all sides combined in the Texas governorship race, reports The Dallas Morning News.
The fight comes as sports betting expands across the US, now legal in 31 states and the District of Columbia. Three of the four states that border Texas – Louisiana, Arkansas and New Mexico – have legalized sports betting. Campaign spending nearly doubles the previous mark in California, set in 2020, with about seven weeks to go before voting ends on November 8.
Californians have been exposed to a torrent of publicity for months, filled with promises of benefits, but also exchanges of blame between opposing groups. With the midterm elections looming, voters are cynical about political speeches. And with two similar proposals on the ballot, history suggests voters tend to get confused and vote “no” on both measures.

On December 21, 2021, Hollywood Park Casino Company, LLC and Cal-Pac Rancho Cordova, LLC filed a lawsuit against the California Secretary of State Shirley Weber (D) and the sponsors of the campaign arguing the initiative violated the state's single-subject rule. The lawsuit states, "The Initiative engages in ‘log-rolling’ by forcing voters to accept or reject an all-or-nothing grab bag of disparate provisions. The Initiative ties a popular sports wagering measure to unrelated, controversial measures that the Gaming Tribes have tried and failed to obtain by other means."[21]
The sponsors of the initiative responded that the matters in the initiative are all related to the subject of gambling. They also said, "Petitioners believe the Initiative challenged in this case violates the single-subject rule, while the initiative Petitioners support as an alternative does not. Both cannot be true."[22]
Hollywood Park Casino Company, LLC and Cal-Pac Rancho Cordova, LLC are supporting Initiative #21-0009, which would allow American Indian tribes, licensed racing associations, state-licensed gaming establishments, and professional sports team leagues to offer sports betting. These entities would be allowed to offer online or mobile sports wagering.
On February 24, 2022, the California Supreme Court ruled against the plaintiffs refusing to block the measure. The plaintiffs said they would refile the case in Los Angeles County Superior Court.[21]

Proposition 27

Ten percent of licensing fees and profits would go to the newly formed California Online Sports Betting Trust Fund. After funds were spent to cover “state regulatory costs,” according to the Legislative Analyst’s Office, 85% of the remaining money would go “to address homelessness and for gambling addiction programs,” with 15% going to “tribes that are not involved in online sports betting.”
The potential windfall for homeless initiatives is a primary reason big-city Democratic mayors, such as Oakland’s Libby Schaaf, Long Beach’s Robert Garcia and Sacramento’s Darrell Steinberg, have backed Prop. 27. A handful of homeless advocacy and social service groups have also endorsed the measure.
“It’s widely known there’s never been an ongoing revenue stream for homelessness intervention in our state budget. The homeless crisis has risen over the last decade in California, but the state’s permanent, ongoing money hasn’t kept up,” Prop. 27 spokesman Nathan Click said. “This revenue would fill a real need and real hole in our budget process.”
Prop. 27 backers have put the homelessness issue out front, calling their measure the California Solutions to Homelessness and Mental Health Support Act.

When will sports gambling be legal in California?
