Article 1
The 1947 legislation is short and contains only 17 articles, starting with Article 1 which states that gambling games are disallowed throughout the national territory of Mexico although the Minister of the Interior might establish rules and authorize betting games in advance. The wording of the text was confusing and created a legal gap Mexican authorities have been trying to fill for years.

Rush Street’s partner to make the launch work
Rush Street has partnered with Grupo Multimedios, a Mexican media conglomerate, to make this launch possible. The partnership has a 25-year agreement that allows the online casino and sportsbook to operate nationwide. Grupo Multimedios has an 89-year history and spans multiple industries including media, sports, entertainment, wines, food, retail and real estate. In addition, Grupo Multimediaos’ home base is in Monterrey. Nonetheless, it has spread throughout the country, including involvement in sports teams such as the Sultanes de Monterrey, a team in Mexico’s baseball leagues, and Fuerza Regia, a professional basketball team.
“Grupo Multimedios is one of the most respected media companies in Mexico, making them a great partner for us to launch and accelerate our online gaming operations in the country,” Schwartz said. “Mexico, with a population of more than 130 million, represents an attractive market opportunity. Combined with Colombia’s population of 50 million, this new market significantly expands RSI’s offering in Latin America.”

The National Lottery directly transfers all of its proceeds to the government’s welfare programs, making the current lottery essentially a charity organization, which has historically always been the case regarding the national lottery in Mexico.
Although the Mexican lottery dates back to the 18th century (1771 – Royal General Lottery, first official lottery on the territory of Mexico), and it is the oldest form of state organized gambling, it has been banned in 1935, and it was only relegalized in 1947 (details can be seen above, in the gambling history of Mexico section, at the top of the page).
/Comment: The first official lottery actually predates the independence of Mexico (1821). The first form of officially legal gambling on the territory of modern day Mexico (back then New Spain) was the Royal General Lottery, which started its operation in 1771./
Online lottery is legal too. However, it is the monopoly of Lotería Nacional, smaller regional lotteries can not sell lottery tickets online.
According to the Mexican gambling legislation, Mexican players can not buy lottery tickets from foreign online lotteries, this is deemed illegal.
