Land-based casinos are legal in Mexico since 1947, and it is strictly regulated.
The Gambling and Raffles Bureau, and the Ministry of the Interior regulates casinos in Mexico.
The outdated gambling laws of Mexico uses such terms as “draws of numbers or symbols through machines”, which is said to mean slots and “opening and operating gaming fairs”, which apparently means casinos (quite a stretch…).
This is obviously a workaround, and a creative interpretation, to make an outdated system work with contemporary gambling activities. But as long as the government gets its fair share of taxes apparently they are fine with the status quo.
However, such outdated terminology from the 1920s, 30s is confusing, and it causes uncertainty in the sector.
/Comment: e.g.: A feud with the government can result in a radical reinterpretation, unless the operator agrees to higher taxes. Which gives the government the ability to easily blackmail industry players, regardless of size and importance (which is rumored to have occurred multiple times, couldn’t find a good source though, just rumors, if you know of any please drop it in the comments section at the bottom of the page, thank you)./
Nevertheless, many casino gambling venues are already in operation in Mexico, 200+ at the time of writing.
/Comment: Most of the bigger ones are casino & hotel & resorts complexes, catering primarily to tourists, close to the USA and the tourist towns on the ocean shore.
And most of the smaller ones are essentially slot halls, catering to locals, with no online presence, and significantly lower quality machines. Although most states require casinos to be attached to hotels./
The regulation of casinos and slot halls is complicated and it is unique in every state. Online casino gambling (called remote gambling in the gambling legislation) is also legal in Mexico, for licensed companies.
However, Mexican online casinos very are limited (restricted to online slots basically), and these limitations make it impossible for a Mexican online casino to compete with the international websites.
Fun fact: Interestingly, slot machines are not legal in Mexico since 2013. However, the casinos in operation are full of slot machines, they just get around this ban by calling their slot machines “machines used to draw symbols”.
There is a bill currently in development (Gambling Licensing and Advertising Act) which will update the country’s outdated casino gambling laws. However, it is not known when this will materialize, no set date announced yet.
The state of Guanajuato banned all casinos and gambling establishments (indirectly, through zoning and building permit restrictions). Most of the casinos are located in the following states:
- Quintana Roo,
- Baja California,
- Mexico City state (CDMX).
These states also receive the most tourists.
Foreign online casinos can not get a license directly in Mexico, they need to partner with a Mexican company that has a remote gambling license. The online casinos below are all partnered with Mexican companies to be able to accept players from Mexico.

UDPATE 2022: As some visitors pointed out, all of the online casinos below offer more than slots, they offer digital casino table games and live dealer games, which are illegal, according to the current Mexican online casino gambling laws. This is true.It’s quite complicated, I will try to explain and simplify as much as possible:
1.,The online casinos below use an additional gambling licence to operate those extra games (these are usually licenses from Malta, Gibraltar, the Bailiwick of Guernsey, Alderney or Jersey, Costa Rica and from other big digital gambling licensing hubs).
2., They redirect the players to their servers in that country where the other gambling license is from (players don’t notice this, it’s fast, it happens in the background). And according to the laws of that country, as long as the activity takes place on the data centers of said country, the gambling is not considered to be taking place in Mexico (called a point of consumption approach). This makes it legal from their point of view.
3., They channel the activity through their Mexican subsidiary and write off the generated, table games, live dealer wagering activity as slot machine gambling revenue.
/Comment: To make this legal, they do some “accounting magic”, and write it off as affiliate referral commission or online advertisement revenue. They do it the following way:
The server in Mexico acts as the affiliate partner, which sends the players to the second company, which pays for this. This turns the casino table games and live dealer games revenue into online advertisement revenue, and voila, it’s all of a sudden legal./
4., They pay taxes normally to the Mexican government, through their Mexican subsidiary. They do this exemplary, on time, every year, to win the favour and trust of the government and the tax authorities, who perhaps don’t even suspect what’s going on.
/Comment: They never go and play in the online casinos, they just look at the Excel sheets, like the true bureaucrats they are./
And this is how they do it. Because the government gets the tax revenue they would normally get, they seem to be fine with the situation (or maybe they are not even aware of it).
It’s technically illegal for players from Mexico to place bets on digital table games or participate in live dealer games. But in reality nobody gets prosecuted for it, so you can play freely online.
