The most famous example of gambler's fallacy occurred at the Monte Carlo casino in Las Vegas in 1913. The roulette wheel's ball had fallen on black several times in a row. This led people to believe that it would fall on red soon and they started pushing their chips, betting that the ball would fall in a red square on the next roulette wheel turn. Gambler's fallacy or Monte Carlo fallacy represents an inaccurate understanding of probability and can equally be applied to investing. For developers AEG, Greenwich Council and business leaders,  it’s a blow to regeneration plans for the borough.

Chair of the Panel, Professor Stephen Crow declared: “Manchester represents a good place to test social impact, and the council's consultations with other local authorities and relevant bodies gave us confidence on that.

"Manchester has a catchments area for a casino second only to that of London, and it is an area in need of regeneration at least as much as any.”Manchester is one of England’s eight “Core Cities” which Government policy sees as drivers of national and regional economic growth.

In front of the Pilot Inn in Greenwich, the country’s media gathered to wait for the result.Anti-casino campaigners listened to the breaking news from BBC London 94.9 FM.Rachel Mahwood from the South And East London Against The Casino exclaimed: “I am relieved but I don't think the fight is over. The Greenwich Peninsula Chaplaincy will have a base at the 02 but the multi-faith group were against a casino.

"The Chair of Trustees, the Rev’d Mike Leader said: “The Greenwich Peninsula Chaplaincy, whilst being relieved that a regional casino is not to be built in Greenwich, regrets the Casino Advisory Panel’s recommendation that a regional casino should be located in Manchester.

"Opportunities to gamble don't serve human well being but rather risk damaging the lives of individuals, families and communities.

"We therefore encourage the Secretary of State for Culture not to establish a regional casino in Manchester or anywhere else.”

The casino was due to form just 8 percent of the entire space inside the arena. But financially it was a crucial 350 million out of a 600 million pound investment by entertainment moguls AEG.

They are already constructing a 23,000 seater music arena, nightclub, bars and restaurants which will open in July.

The casino would have had two hotels attached to it and promised 6000 jobs. According to the bid proposal,  the casino was estimated to generate £103 million, with the majority of visitors being Londoners.

Steve Nelson, Chairman of the Greenwich and Bexley Chamber Of Commerce told BBC London: “It is bitterly disappointing for the borough. Greenwich needed the casino and the casino needed Greenwich.“South East London will now miss out on new hotels and tourism.”

David Campbell, President and CEO of AEG Europe said:“We are very disappointed that the London Borough of Greenwich has not been recommended as the location for the first regional casino. We are taking time to examine the findings in full and considering our position.”

The Leader of Greenwich Council, Cllr Chris Roberts declared: “I would like to congratulate Manchester on the success of their bid and wish them every success for the future.  I would also like to pay tribute to the casino advisory panel for their hard-work and commitment to the process.”

In a previous interview with BBC London just a few weeks, Chief Executive of the 02 Philip Beard simply said: “We don't have a plan B.”

The panel did recommend a license however for London- a large casino north of the river in Newham.The location could be in either ExCel centre in Docklands, Stratford Town Centre or West Ham United Football ground which already has a hotel connected to it. It will be 1,500 square metres have 150 slot  machines with a maximum jackpot of £4000.

For some the Dome's bid was tainted by the involvement and subsequent scandal of Deputy Prime Minister John Prescott and his visit to the home of AEG boss Philip Anschutz.

Greenwich Conservatives’ Culture spokesman Cllr Nigel Fletcher  said: "The curse of the Dome has struck again. This result confirms our worst fears, and leaves a gaping hole in plans to regenerate North Greenwich.

“I’m angry that Greenwich has paid such a high price today for Labour’s clumsy mishandling of this process.  Our bid was badly tainted by suspicions that not everything was above-board or that it was a done deal.  John Prescott and other ministers must take a large part of the blame for that, along with the Labour council.”

Labour MP for Greenwich and Woolwich, Rt Hon Nick Raynsford however said: "I think the panel kept focused on the principals.  There was a lot of scare mongering and misinformation around. "

He added: "I am disappointed Greenwich was not recommended but I don't believe it will damage the regeneration of East Greenwich."

Culture Secretary Tessa Jowell told the House Of Common there would be no more casino licenses considered in this Parliament.

"There will be no Las Vegas tricks of the trade," she insisted.

Sydney now has two casinos run by companies deemed unfit to hold a gaming licence.

The independent inquiry into Star Entertainment Group, operator of The Star casino, has found it “not suitable” to hold a New South Wales casino licence.

This follows a similar finding against Crown Resorts in NSW in 2021 (and in Victoria and Western Australia since).

Star is also facing an inquiry in Queensland, where it operates two casinos.

The litany of malfeasance at its Sydney casino is on par with (and perhaps even greater than) Crown’s, with the inquiry overseen by Adam Bell SC finding it threw its doors open to vulnerable gamblers and criminal infiltrators for years.

The chief of NSW’s new casino regulator, Philip Crawford, said Star’s “institutional arrogance” was “breathtaking”. It had knowingly facilitated money laundering, and made no effort to work out what it needed to fix about its organisational culture.

Whether Star can now satisfy him it can learn now may determine if it gets to keep its licence.

But just as important as it fixing its culture is the wider issue of fixing the failed regulatory and political culture that has allowed institutional corruption to flourish.

Retired Supreme Court judge and former royal commissioner Brian Martin AO QC will lead the inquiry, which has been ordered by the commissioner for consumer and business affairs, Dini Soulio.

Mr Soulio said commissions of inquiry into casinos had been undertaken in New South Wales, Victoria and Western Australia and a further inquiry was about to begin in Queensland.

"Inquiries to date have highlighted significant failings on the part of Crown Resorts as operators of Crown Casinos," he said.

"In addition, Star Entertainment Group is the subject of a current inquiry in NSW where significant failings have been identified.

"A number of the matters raised to date extend beyond any one organisation and point instead to broader systemic issues within the casino industry."

Last year, SkyCity revealed it was being investigated by financial crime watchdog AUSTRAC over serious non-compliance relating to money-laundering and counter-terrorism financing laws in its Adelaide operations.

In a statement issued to the ASX, SkyCity said AUSTRAC had identified concerns about SkyCity Adelaide's management of high-risk customers and "politically exposed" people.

It said AUSTRAC's concerns related to "ongoing customer due diligence" and adopting, maintaining, and complying with an anti-money-laundering and counter-terrorism financing program.

Mr Soulio said Mr Martin was eminently qualified to inquire into the casino.

"Mr Martin is a highly respected member of the legal profession. He has conducted reviews of key criminal justice policies in South Australia including reforms to the handling of major indictable offences and the state's sentencing discount scheme," he said.

"I have every confidence he will deliver a report to help us ensure that South Australians can have confidence in the way that the Adelaide Casino is operating."

In a statement to the stock exchange, SkyCity said it would fully cooperate with the review and any requests for information and documents.

The report is due to be completed by the start of February.

Tony Reilly, general manager of the Maybury, said casinos had been scientifically proven to be among the safest entertainment venues.

He told PA: “It’s absolutely wonderful, you can see from our customers standing outside, the phone ringing all morning, they’re really happy to be back and we’re happy to be back serving them and looking after them because that’s what we love to do.

“Previously the screens were all around the tables but now we have them for customers if they request them – we’ve kept them on all the machines because of the proximity of machines are very close and people tend to spend a lot of time and machines.

“I’ve been working myself through the pandemic and it’s just great to see people again.

“I think casinos have been proven to be the safest environment in hospitality … all I can do is assure with the facts and figures … that casinos are the safest hospitality environment.”

Speaking about his colleagues in Glasgow, unable to open after a late decision to stay in Level 3 on Friday, he added: “My heart goes out to the guys, I’m from Glasgow myself and I couldn’t believe it.

“I had a busy day on Friday but when the news filtered through I was devastated.

“They were really disappointed because, like us, they’re passionate about what they do and wanted to have the casino open so we can serve our customers.”
